Other Important PAYPERS Highlights: Advancement to Position Program Announcements/Updates 1. NAVADMIN 178/22 Senior Enlisted Advancement-to-Position Pilot Program This NAVADMIN announces a pilot program for Senior Enlisted Advance to Position (SEA2P) designed to keep deploying units mission-ready by aggressively filling critical at-sea leadership billets. The pilot program will convene a billet selection board consisting of senior representatives from Fleet and participating type commander (TYCOM) staffs to select those Sailors who are best and fully qualified to advance and fill specific priority sea billets. The pilot includes the Nimitz Strike Group on the West Coast and the Bataan Amphibious Ready Group on the East Coast. Additionally, the pilot will include USS George Washington (CVN 73). Factors for consideration in determining best and fully qualified applicants include sustained superior performance, documented qualifications, platform experience, and potential to succeed in the billet. Sailors selected must obligate service (OBLISERV) to complete 36 months in the SEA2P billet and will be permanently advanced upon reporting to their ultimate duty station. This pilot will be limited to critical E8 and E9 sea billets. 2. NAVADMIN 172/22 Active Duty Enlisted Advance-to-Position Program Update Ref (a) NAVADMIN 230/19, Announcement of Active Duty Enlisted Advancement-to-Position Program Ref (b) NAVADMIN 280/21, Detailing Marketplace Assignment Policy Ref (c) NAVADMIN 127/22, Detailing Marketplace Assignment Policy Phase I Update This NAVADMIN cancels Ref (a) and provides updated advance-to-position (A2P) guidance, which will be employed beginning with the 01 August 2022 MyNavy Assignment (MNA) Cycle. The A2P Program now includes Active Component E-4 and E-5 Sailors in non-Detailing Marketplace Assignment Policy (DMAP) ratings and allows them to apply for select E-5 and E-6 jobs, respectively, when in their detailing window. Guidance provided in this NAVADMIN does not apply to DMAP ratings (currently CS, GSM, ABF, and ABH), who remain eligible for DMAP incentives, including DMAP A2P, as described in Refs (b) and (c). C. Thornberry National Defense Authorization Act for Fiscal Year 2021 Ref (d) Title 10 U.S. Code 1370, Regular Commissioned Officers This NAVADMIN updates policy in Refs (a) and (b) concerning voluntary regular retirement eligibility of Lieutenant Commanders (O-4), including those on the Active-Duty list as well as those Navy Reserve O-4s on Active Duty in the Training and Administration of Reserve (TAR) (formerly known as Full-Time Support). Ref (c) modified the Service-In-Grade (SIG) (also known as Time-in-Grade) requirements for O-4s. Specifically, Ref (c) modified Ref (d) to require 3-years SIG for voluntary regular retirement eligibility. This NAVADMIN will be incorporated into a revision of Refs (a) and (b). NAVADMIN 174/22 2022 Meritorious Advancement Program Season Two Ref (a) NAVADMIN 038/22, 2022 Meritorious Advancement Program Season One Ref (b) NAVADMIN 280/21, Detailing Marketplace Assignment Policy (DMAP) Ref (c) NAVADMIN 201/20, Professional Military Knowledge Eligibility Exam Revised Business Rules This NAVADMIN replaces Ref (a) and announces the policy and guidance for Calendar Year (CY) 2022 Season Two Meritorious Advancement Program (MAP) for Active-Duty (Active Component and Training and Administration of the Reserve (TAR)) Sailors. MAP Season Two will run from 01 September through 15 October 2022. This season will feature an additional preseason window for commands to verify user hierarchies and Unit Identification Code (UIC) assignments ahead of the season. The timeline in paragraph 3 of this NAVADMIN contains additional details. In line with Ref (b), MAP advancement to ABH2, ABF2, GSM2, and CS2 for Active Component Sailors is not authorized due to new advancement opportunities available within the Detailing Marketplace Assignment Policy (DMAP) for those rates. Commands are required to have two Navy Standard Integrated Personnel System (NSIPS) MAP user roles (command reviewer and command reporting senior) in order to submit MAP advancement(s), exception(s) to policy (ETP) and additional MAP quota requests through NSIPS. NSIPS web afloat users and commands without access to NSIPS should refer to paragraph 6a of this NAVADMIN for instructions on submitting their MAP advancements. The system will use authoritative data to determine eligibility, however, commands are still required to locally validate MAP candidates have successfully completed the Professional Military Knowledge Eligibility Examination requirement prior to the first day of the MAP season (01 September 2022), as outlined in Ref (c). NAVADMIN 152/22 Annual Recertification of Special Duty Assignment Pay Ref (a) OPNAVINST 1160.6C, Special Duty Assignment Pay Program Ref (b) DOD Instruction 1340.26 Change 1, Assignment and Special Duty Assignment Pay This NAVADMIN announces the annual Special Duty Assignment Pay (SDAP) recertification process for Fiscal Year (FY) 2022. In line with Refs (a) and (b), Commanding Officers (CO) are required to annually review and certify the entitlement to SDAP for each Sailor. This recertification is vital in verifying that every Sailor assigned to an eligible billet remains qualified to fill the eligible billet and is receiving the correct SDAP level. Certification will commence upon the release of this NAVADMIN and continue through 31 August 2022. Enlisted Incentive Program Department (BUPERS-328) will stop SDAP for all SDAP recipients at each command who fail to complete the recertification process on time. Commands should prioritize timely completion of this process to preclude any potential pay disruptions for eligible Sailors. SDAP recertification reports received at BUPERS-328 will not be forwarded to the servicing transaction support center (TSC). Any action required to start, stop or change the level of SDAP of a Sailor must be submitted to the servicing TSC via the Command Pay and Personnel Administrator for action.
